Commission Regulation (EU) 2019/2146 of November 26, 2019, amending Regulation (EC) No. 1099/2008 of the European Parliament and of the Council on energy statistics, in force since January 5, 2020, introduced the requirement for greater disaggregation in the energy statistics for industry reported by Member States.
This mandate coincided with the development of the first Integrated National Energy and Climate Plans, as well as with the establishment of a new framework for reporting to the European Commission on Member States' progress in decarbonization, energy efficiency, energy security, the internal energy market, and research, innovation, and competitiveness, all in accordance with Regulation (EU) 2018/1999 of the European Parliament and of the Council of December 11, 2018, on the governance of the Energy Union and Climate Action.
In this context, there is a need to conduct a detailed study of industry in Spain, with the dual objective of serving as a basis for the development and disaggregation of energy statistics for this sector, as well as enabling the design of a model for monitoring energy consumption in industry for statistical and predictive purposes. This study, entitled “Study and monitoring of energy consumption in industry for statistical purposes,” has been carried out by the Institute for the Diversification and Saving of Energy (IDAE) and the Ministry for Ecological Transition and Demographic Challenge (MITECO).
The study is based on complex and exhaustive fieldwork, which comprises, in its first phase, surveys of more than 18.000 industrial facilities, ultimately obtaining a valid representative sample of a total of 7.397 establishments belonging to all branches of activity that make up the industrial sector. This was followed by a subsequent phase in which on-site measurements of energy consumption were taken at 200 establishments selected from among the survey participants.
The results of the study have been published in fifteen publications in the “Industry and Energy” series, which present detailed information on the distribution of energy consumption according to uses and processes, the associated costs, and energy supply procurement strategies. This analysis is complemented by an assessment of the impact of energy on the turnover of all branches of activity that make up the industrial sector.
In addition, during the study, a web platform for sector comparison or benchmarking has been developed, which will allow industrial establishments to share their aggregate data on energy consumption by use, source, or process, among other key indicators, so that they can find out their relative position in terms of energy performance compared to the rest of their sector, provided they log in to the private area of the platform with their access codes.
On the other hand, any user who accesses the public part of the platform, regardless of whether or not they have an access code, will be able to view generic information on the participation of industrial establishments in the study, segmented by CNAE (National Classification of Economic Activities) or size of establishments.
