ODYSSEE-MURE - Monitoring the EED-Recast, supported by the LIFE programme of the European Commission, relies on 2 complementary databases:

  • ODYSSEE contains detailed energy efficiency and CO2 indicators with data on energy consumption, their drivers (e.g. activity indicators) and related CO2 emissions.
  • MURE provides quantitative and qualitative information on energy efficiency policies implemented at EU or national level. 

Building on its 30-year history, ODYSSEE-MURE provides a comprehensive monitoring of energy consumption and efficiency trends as well as an evaluation of energy efficiency policy measures by sector for all 27 EU Member States, the EU as a whole, Switzerland and the Energy Community Contracting Parties (Albania, Bosnia-Herzegovina, Georgia, Kosovo, North Macedonia, Moldova, Montenegro, Serbia, and Ukraine), which are striving for closer relationship with the EU. Currently, ODYSSEE-MURE brings together a network of 34 organizations (see list of participants), mostly EU energy agencies, along with the nine aforementioned Energy Community countries.

The 2025-2027 period of the project, ODYSSEE-MURE, focused on supporting the national implementation and monitoring of key provisions of the Energy Efficiency Directive recast (EED, (EU)2023/1791).

To provide results in an interactive and attractive way for policymakers, stakeholders, researchers and all other actors involved in the field of energy efficiency, the project develops specific data and policy tools based on the two databases. The originality of the project is to cover all sectors and end-uses with a homogeneous and harmonized approach and thus provide an overall picture of energy efficiency trends and policies.

Spain has participated, through the Institute for the Diversification and Saving of Energy (IDAE), since 1996. IDAE contributes to the regular update of the two databases mentioned earlier, which include around 200 indicators — both at a global and sectoral level — as well as nearly 3,000 energy efficiency measures with broad geographical coverage. Of these measures, 200 correspond to Spain, 100 of which are currently in force, with the transport and buildings sectors being the main beneficiaries. The IDAE is also involved in activities related to the dissemination of results, through various reports such as the National Report, Country Profile, or Policy Briefs, recently published in the framework of Phase 16, which was just concluded in March 2025.

Regarding the contribution to the ODYSSEE indicator database, approximately 1,000 energy and socio-economic variables are updated each year, both at macro and sectoral levels. To support this task, the IDAE develops sectoral and statistical studies — such as those conducted in the residential sector (SPAHOUSEC studies) and in industry — and uses modelling tools. As for the database of energy efficiency measures (MURE), thorough monitoring is carried out for all measures that have an impact on energy efficiency, particularly those adopted by public entities — notably those promoted by the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), to which IDAE is attached through the Secretary of State for Energy (SEE), on which it is organically dependent.

This monitoring includes the evaluation of the energy savings generated, in accordance with the requirements laid down in Article 7 of the Energy Efficiency Directive 2012/27/EU and its subsequent amendments (Directives (EU) 2018/2002 and (EU) 2023/1791). This task is carried out in collaboration with MITECO and other public bodies, within the framework of Regulation (EU) 2018/1999 on the Governance of the Energy Union and Climate Action, and its Implementing Regulation (EU) 2022/2299, which establishes the necessary provisions for the process by which Member States must report to the European Commission (EC) on the implementation status of the National Energy and Climate Plans (NECPs). Once consolidated, this information is incorporated into the MURE database after being submitted to the EC.

In this new cycle — Phase 17 — the aforementioned activities continue, with dissemination efforts focusing on the preparation of the corresponding Country Profile reports.
