Accessibility Statement

This website has been designed and programmed following the guidelines of the WAI initiative  (Web Accessibility Initiative, www.w3.org/wai), which sets international standards in the creation of web content accessible to everyone and the E.P.E. Institute for Energy Diversification and Saving (IDAE), M.P. has undertaken to make its website accessible, in accordance with Royal Decree 1112/2018, of September 7, on the accessibility of websites and applications for mobile devices in the public sector.

Accessibility guidelines

Various measures have been taken to make the website more accessible, including:

  • Logical order of presentation of the elements on the screen.
  • Descriptive text of the images.
  • Keyboard access to the main options.

to. Compliance Status and Content Not Accessible

This website is partially compliant with RD 1112/2018 due to the exceptions indicated below.

1. Lack of compliance with RD 1112/2018 in the following points:

  • On some pages the form controls are unlabeled, there are images with empty alt tags or too long descriptions.
  • The information, structure, and relationships communicated through the presentation may be determined by software or made available as text.
  • On some pages there are display errors when linearizing, due to the absolute positioning of some elements on these pages.
  • On some pages it is not possible to collect information from forms through software, in an unambiguous, consistent and/or personalized way.
  • On some page the visual presentation of text and images of text has a contrast ratio of at least 4.5:1.
  • On some page there is not enough contrast in the non-text content.
  • On some pages there are errors in headers that do not allow you to navigate sequentially.
  • In a web page that can be navigated and the navigation sequence affects its meaning or its operation, the components that can receive the focus do so in an order that preserves their meaning and operability.
  • In the elements of the forms, the necessary labels must be entered correctly to avoid errors when entering data.
  • Changing state in any UI component does not automatically cause a change in context unless the user has been warned.
  • In content implemented using markup, elements have full opening and closing tags; elements are nested according to your specifications; elements do not contain duplicate attributes and IDs are unique, except where specifications allow for these features.
  • For all user interface components (including but not limited to: form elements, links, and script-generated components) the name and function may be determined by software; the states, properties and values that can be assigned by the user can be specified by software; and changes to these elements are available for consultation by user agents, including assistive technologies.
  • When the ICTs are a web page, they must satisfy 5 compliance requirements of the WCAG 2.1 Guidelines (Level of compliance, complete pages, complete processes, use of technologies compatible with accessibility methods and without interference)

2. Disproportionate burden: Not applicable.

b. Preparation of this accessibility statement

This statement was prepared on January 18, 2023.

The method used to prepare the declaration has been an evaluation carried out by a third party (Serinza Solutions SL).

Semi-automatic validation tools:

  • W3C HTML (X) Validator: A free online code validation service that checks documents for conformance to W3C grammars and other HTML (X) standards.
  • SortSite is another online tool, from the private company Powermapper Software, which allows you to verify the accessibility of a web page both by WCAG 1.0 and 2.1 and by other accessibility standards such as Section 508 of the USA.
  • The Wave is a free validation tool that is based on the WCAG 2.1 standards and US Section 508. It is developed by WebAIM (Accessibility in Mind), a nonprofit organization of the Center for Persons with Disabilities at Utah State University. This validator not only performs a detailed accessibility analysis but also provides information about the content and structure of the pages to help developers perform those tasks that require personal decision-making.
  • net Used to check for accessibility problems and locate those errors in the source code.
  • Ax Accessibility is a free validation tool that can be added as an extension for different browsers like Chrome or Firefox.

Manual check:

  • Confirm that the font size can be increased and that the page is usable with a large font size.
  • Check that there is a good visual highlighting of the element that receives the focus both through the mouse and through the keyboard.
  • Test pages with different screen resolutions and/or with different window sizes.
  • View the pages so that they automatically take the appearance in "High Contrast Black" or another similar one, selected in the computer's system options.
  • Check the contrast between the background and the text, both in the content and in the images.

  • Report any possible breach by this website

The claim procedure included in article 13 of RD 1112/2018 entered into force on September 20, 2020.

Optional content

This website applies the requirements of the UNE-EN 301549:2022 Standard considering the exceptions of RD 1112/2018.

The last accessibility review was carried out on January 18, 2023.

The website is optimized for browsers Microsoft Internet Explorer 8.0 or higher and the latest versions of FireFox, Safari, Opera and Google Chrome. The minimum recommended web resolution is 1280×1024.
The website is designed for Responsive viewing, which is optimally displayed on tablet and mobile devices. On these devices it is optimized for viewing in the latest current versions of Chrome for mobile, Firefox for mobile, Safari mobile, Opera Mini and native Android browser.
